OXNARD, Calif. - UPDATE
Oxnard police have identified the bicyclist killed on Victoria Avenue in the City of Oxnard Tuesday as 46-year-old Amado Ray Johnson, a resident of Oxnard.
The suspect has been identified as Sean Patrick Donovan, 54, a resident of Ventura County. He was taken to the hospital following the crash, which occurred at 3 p.m.
Johnson was pronounced dead at the scene. Investigators say Johnson was riding his bicycle southbound on Victoria Avenue when Donovan's white 1995 Chevrolet van drifted onto the dirt shoulder crashing into Johnson.
Donovan was driving southbound on Victoria Avenue at the time of the crash.
Police say officers on scene determined that Donovan was under the influence of prescription medication.
Donovan was arrested and charged with felony driving under the influence of drugs causing serious injury or death, and vehicular manslaughter.

Law enforcement is investigating a deadly car crash reportedly involving a bicyclist that occurred Tuesday afternoon that shut down Victoria Avenue in the City of Oxnard.
The crash occurred at about 3:04 p.m. southbound on Victoria Avenue near Gum Tree Street. As a result, Victoria Avenue was closed to southbound traffic from Olivas Park Drive to Gonzales Road, according to Oxnard police.
Traffic is heavily impacted. Motorists are being asked to take alternate routes. There's no estimated time of when the road might reopen.
Ventura police are helping with road closures.
Oxnard police say the incident was first reported as a single car into a ditch but when officers arrived on scene they discovered a bicyclist had been hit and killed.
