Santa Barbara Mayor Helene Schneider and three councilmembers have taken the oath that gives them four years.
The ceremony kicked off the new year in front of a packed council chamber.
Outgoing Councilmember Grant House stepped down after he served two terms and reached the term limit.
Standing alongside Schneider were Gregg Hart, Bendy White and Frank Hotchkiss.
White and Hotchkiss were reelected. Hart returns to the council, a seat he previously held, after taking a break to work outside of an elected position.
Hart said he would be hitting the ground running, based on his experience with the city government.
Schneider thanked many people for their support including her mother in Long Island, New York who was watching via streaming images on the internet in frigid 10 degree weather, while Santa Barbara had a forecasted high of 72.
Hotchkiss particularly thanked his wife, who assisted him in his campaign after he badly hurt himself in a Fiesta horse accident.
