The tow truck driver accused of dragging two kids in a stroller beneath his truck after hitting their mother pleaded not guilty to all counts.

Mehran Khamseh is being charged with four felony counts including driving under the influence of drugs. He is also accused of causing great bodily injury and mayhem.

The 45 year old Oxnard man cannot post bail because he is on a parole hold for serving time in state prison for petty theft and making a terrorist threat.
