a local developer and a credit union have another week to decide the fate of a blighted shopping center. Upscale Oxnard plans to put a Lowe's in Carriage Square. However, the developer doesn't think Pacific Oaks Federal Credit Union is upscale enough. Some feared Oxnard would step in and use eminent domain to take away the credit union's longtime lease. However, the credit union and the developer decided during Tuesday night's city council meeting to put the issue off for a week - giving them time to hammer out an agreement.
