State Controller John Chiang warns our Golden State could run out of cash in March.

Chiang says California may be forced to borrow up to one billion dollars to ward off the potential cash shortfall. He's urging lawmakers to pass a bill that would allow the state to borrow, internally.

In the meantime, brace for a possible worst case scenario: state-issued i.o.u.'s and a delay in your tax refund.
