Study on Gang Prevention Points to Law Enforcement
A new study indicates the war on gangs locally and across the nation is being lost.
Police say a rival gang fatally stabbed a 16-year-old Santa Barbara teenager Monday night. No one has been arrested, although officers believe they are closer to making an arrest. This gang-related incident is one of many in Santa Barbara County. A report says the primary focus on law enforcement and not interventions is the problem, according to Justice Policy Institute.
