Ojai - Graffiti artists left their mark on an obsolete dam.

You can now see a giant pair of scissors and a pattern painted on the 198-foot wall of the Matilija Dam.

The dam built in 1948 used to supply water to Ojai. Congress approved it's demolition years ago but the approval did not come with funding.

Public works officials call the paint job "illegal." But many locals say they like it's "cutting" message.

Environmentalists say removing the dam and the silt that has built up would help the Steelhead Trout spawn upstream.

The cost could in the $170 million range.
