Concerned citizen calls citizen's arrest too agressive

SANTA BARBARA, Calif. - A Saks OFF 5TH loss-prevention agent in Santa Barbara who was recognized for being a civic hero last year is being accused of being too aggressive.

The accusation comes from a shopper who photographed a citizen's arrest in July.

The photos show a woman being pinned to the ground.

The shopper said it upset her and may have upset children and tourists in the area.

The same loss-prevention agent was caught on video apprehending a man following a chase on Tuesday.

Juan Carlos Solis declined to comment on his job. 

OFF 5th officials also chose not to comment.

Santa Barbara police said it is a question of "reasonable force."

Sgt. Joshua Morton said," They can use reasonable force if someone is not allowing them to take them into custody."

It may depend on the store policy.

The shopper who took the photos with her cell phone did not report them to police, but she hopes the store will review its policy.

She said she decided not to buy tennis shoes at the store after seeing what happened to the shoplifting suspect nearby.

But she recently bought a new camera to take more pictures of things happening on State Street.
