Arrest made in connection to overdose death of Thousand Oaks teen

16-year-old boy died from heroin overdose

THOUSAND OAKS, Calif. - A Thousand Oaks man was arrested Wednesday in connection to the overdose death of a teen in September.

On Sep. 9, deputies from the Thousand Oaks Police Department responded to a report of a heroin overdose on the 3800 block of Elkwood Street in Thousand Oaks.

Upon arrival, officers discovered a 16-year-old male juvenile that had died as a result of heroin use.

Detectives from the Sheriff’s Office Major Crimes Bureau and the Ventura County Interagency Pharmaceutical Crimes Unit began an investigation into the juvenile’s death in a coordinated effort with the Thousand Oaks Police Department.

Numerous interviews were conducted and arrests were made of individuals who were associated with the deceased juvenile.

Through the interviews and arrests, detectives determined that the boy had obtained heroin from 19-year-old Ross Cumming of Thousand Oaks.

Detectives served search warrants at multiple residences and obtained evidence before arresting Cumming on Wednesday,

Cumming faces possible charges of conspiracy, furnishing heroin to a minor, and involuntary manslaughter.

The investigation is ongoing and more arrests are expected to be made.
