Closures, downed trees and countless other hazards reported due to unusally strong storm

SANTA BARBARA, Calif. - [Monday, Feb. 20, 2017 UPDATE] Black Road between Stowell and Betteravia in Santa Maria remains closed. All other Santa Maria road closures are now open.

Highway 154 was closed Friday morning between Santa Barbara and Santa Ynez due to a head-on collision and reports of tree branches falling on the highway. As of 8:00 p.m. Friday, the road has been reopened to traffic.

Drivers are being turned back at the roundabout with Hwy 246 in Santa Ynez, and at Cathedral Oaks Road in Santa Barbara. The crash involved two vehicles on the Cold Springs Bridge just north of San Marcos Pass.  

It was among the many serious incidents due to a powerful storm that was relentless for several hours.

On Old Coast Highway three vehicles were swamped and city firefighters needed to rescue the drivers and some passengers.  One man came out the window.  NO one was hurt.

On Spring Street near Milpas water went over the curb and three feet upon parked vehicles.  They will likely have some damage.

Water was gushing in Montecito on Sycamore Canyon road sending creeks in some cases over small bridges that get to homes.      One bridge had backed up water and there was a concern it could burst.  A vehicle nearby was in the mud and not far away several trees came down.

A shocking scene for residents on Anapamu Street near Milpas where two aging Italian Stone Pines came down, sending concrete in the air and damaging a structure and two vehicles.

Three boats have washed ashore along the coastline.

One was at Butterfly Beach in Montecito and passersby where helping the owner clear the vessel while it was being tossed in the angry surf.

In the City of Santa Barbara, the Santa Barbara Police Department is reporting Loma Alta Drive closed between Coronel Street and Canon Perdido Street due to a mudslide. Other areas include:

  • San Roque Road at Jesusita Road – boulder in the road

  • Mountain Drive between Tremanto and Foothill – debris and boulder

  • Building evacuation 3458 Richland Drive – failed retaining wall

  • Cliff Drive closed between Los Positas and Flora Vista

  • Los Positas is closed from Cliff Drive to Veronica Springs – mud slide

  • 600 block of Quinientos Street – flooding

  • 800 block of Olive Street

  • Milpas and Porta Valarte is closed

  • Anapamu St between Milpas and Garden closed

  • Calle de los Amigos/Portofino – tree down – road closed

  • Sycamore Canyon at Stanwood closed – tree down

  • Cliff Drive at Las Gaviostas – mud slide – cleaned up but signs posted for potential continued slide

  • 300-700 E Gutierrez – road closed – flooding – vehicles trapped

  • Walnut Ave between Anapamu and San Pascual closed – potential for tree to fall

Goleta is also experiencing road closures at the following locations:

  • Fairview Avenue closed in front of the Santa Barbara airport

  • Hollister is down to 1 lane at Fairview Avenue

  • High potential for widespread flooding in Old Town Goleta along the Hollister Ave Corridor between Hwy 217 and Los Carneros.

Montecito road closures and hazards:

  • Mudslide across Ortega Hill Road

  • Tree down the road on Sycamore Canyon at Cold Springs.

  • 2500 block of East Valley Road blocked by mud and debris.

  • Bella Vista Road closed at Romero Creek.

  • Palmer Road from Foxen Road to Cat Canyon Road

  • Toro Canyon Road from Via Real to Toro Canyon Park.

In San Luis Obispo, flooding was reported in the 1400 block of O'Conner Way.  Highway 1 at Division Street is also closed. Mud and debris is reported on Hwy 166 about a mile east of Bull Canyon Road.

  • Tierra Nueva – Christmas Tree Lane to Via Atolo in Oceano

  • Thompson Road – Rancho To Hwy 166, near Nipomo

  • Cholame Valley Road - Hwy 46 to McMillan Canyon Road, Near Shandon

  • See Canyon Road – 3 miles up from San Luis Bay Drive, near Avila Beach

  • Old Oak Park Road – Oak Park to Ormonde, near Arroyo Grande

  • San Luis Bay Drive at Hwy 101 Low Water Crossing, near Avila Beach

  • Burton Drive – Eton Road and Village Lane, near Cambria

  • Hillcrest Drive – Sunbury Street to Suffolk Street, near Cambria

  • Corbett Canyon – Royal Oak Place to Birdie Lane, near Arroyo Grande

  • Huer Huero Road at river crossing, near Creston

  • San Marcos Road at Wellsona (both crossings flooded), near San Miguel

Morro Bay High School is closed due to the stormy weather. The school experienced fallen trees and a loss of power, which contributed to the closure. All classes are canceled for the remainder of the day. Parents were notified of the closure and all students are safe.

In Santa Maria, the following areas are closed according to city officials:

  • Betteravia Road between Mahoney and Black roads;

  • Black Road between Main Street (Highway 166) and Betteravia Road;

  • West Stowell between Hanson and Black Road;

  • Sonya Lane between Depot Street and Thornburg Street; and

  • East Jones Street between Bradley Road and Suey Road

  • Suey Road from Palisades to East Jones Street

Ventura County closures:

  • Authorities shutting down northbound U.S. Highway 101 at La Conchita due to mud and rain. Closure starts at Seacliff Dr. Two to Three feet of standing mud blocking the northbound side of Highway 101. Highway closed indefinitely. Mud and water is falling from the hillside at La Conchita.

  • El Rio - Lane closed at East Vineyard Avenue between Lambert and Central.

  • Oak View - Casitas Pass Road closed in both directions of Santa Ana Road.

  • Ojai - Mc Nell Road closed in both directions at Fairweather crossing

  • Ventura - Harbor Boulevard from Sanjon to Ventura Pier.

  • Ventura - Camp Chafee Road closed in both directions @ Fairweather crossing

  • Unincorporated Camarillo - Hueneme Road and Arnold Road intersection closed. 5th Street between Pleasant Valley Road and Las Posas Road.

  • Lockwood Valley - Lockwood Valley Road between Chico Larson Road to Highway 33.

Elsewhere in Santa Barbara County:

  • Gibraltar Road is closed from the city limits to East Camino Cielo, as of 1:47 p.m.

  • Highway 154 at Painted Cave Road and Gibraltar are closed due to mud slides, according to Santa Barbara County officials.

  • Roblar Avenue at Dunn School between Refugio and Grand

  • El Capitan and Refugio State Parks are closed

  • Highway 154 between Highway 246 and Cathedral Oaks

  • Calle Real between El Capital and Refugio

  • Telephone Rd from Betteravia Rd to Prell Rd has been closed indefinitely due to flooding

  • Mountain Drive at Cold Springs creek is closed due to flooding and mud (Montecito)

  • Highway 101 northbound – All lanes closed at La Conchita (Santa Barbara Avenue)

  • Highway 166 is closed from Highway 101 south of Nipomo to Highway 33 near Cuyama
