SANTA BARBARA, Calif. -

State and federal lawmakers are on hand to honor the war dead. Veterans for Peace started the observance in the sand next to Stearns Wharf about a decade ago. Organizers say Arlington West began as a protest against the American attack on Irag and the government hiding American troops coming home in coffins.  Arlington West is now observed  year round.
