VENTURA, Calif. -

A new fence is blocking shortcuts to some Ventura county beaches. Neighbors in midtown Ventura are upset Union Pacific Railroad installed a new security fence along its tracks. The railroad has the right to do so, but that hasn't stopped people from complaining to the Ventura City Council. There have been fatal accidents on the tracks in that area. Council member Brian Brennan says he plans to propose building an overpass or underpass in the midtown area so people can get to the beach safely, but coming up with funding for that project could take years.
