Panga beached near Mugu Rock

Ventura County Sheriff's Deputies said a witness reported seeing the boat just south of Pt. Mugu before 7a.m. Tuesday. Deputies found the boat near Mugu Rock, but the smuggling boat only had empty gas cans on board.
