First Menudo Festival is Sunday

The Santa Barbara Police Department's Youth police Explorer Program is hosting the first Menudo Festival. The contest will take place from 9 a.m. to 2 p.m. Sunday at Franklin Elementary School on 1111 E. Mason St.
