Santa Barbara, CA-- The Santa Barbara School District is ending inter-district transfers for kindergarten through 5th grade as a way to save about three quarters of a million dollars.
The transfers have helped families who live out of the area by allowing the children to attend schools closer to where their parents work. With this change, the district says it will still likely have to lay off nine teachers, but School Board President Kate Parker says without it the layoffs could have exceeded 30. She says transfer students amount to about five percent of the students that are in the district, and the decision would benefit 95 percent of the district's families. The school board says economically, it was the best decision. 181 students will be affected by the transfer ban. The school board says 77 transfer students, who are in the fifth grade now, will be allowed to complete sixth grade and graduate with their class. Board member Ed Heron says the district has to cut, "millions of dollars" over the next two years due to funding issues. By law, if there is a possibility of more layoffs due to budget cuts, those notices will have to go out next month. In many cases over the last two years, the school district was able to find money in the budget hearing process to save those jobs in time for the start of the next school year.
