Construction crews broke ground on a neighborhood improvement project in Isla Vista on Wednesday morning. The work kicks off part one of the community's Master Plan that has been in the works for the last 20 years. KEY News Reporter Ryan Carmel has more on how this $2.8 million project will create a bigger and better downtown area.
